汶川地震灾后医疗救助制度实施评价与建议

摘要
2008年5月12日,四川汶川发生8.0级地震,人员伤亡严重,灾后政府迅速开展了医疗救助工作,包括灾后的紧急救援措施、因灾后续医疗的救助措施和随后常态的医疗救助,这些医疗救助措施帮助灾区人民解决了地震所致疾病的经济负担,保障了灾区居民的健康。同时,通过对汶川地震灾后医疗救助实施工作的经验总结,分析制度实施过程中存在的问题,并针对这些问题提出了增加应急预案的可操作性、建立对社会资源的管理机制、增加中央财政对重大自然灾害医疗救助的责任和扩大灾后医疗救助服务包的范围的建议。
After Wenchuan Earthquake,which was 8.0 magnitude and happened on May 12th,2008,the government promptly carried out medical aid,including post-disaster rescue,follow-up medical aid measures and normal medical aid measures.The measures helped people to protect the health of residents and solve economic burden of diseases due to earthquake.To learn from the implementation of Wenchuan Earthquake disaster medical relief work,we analyze the problems in the implementation process and give recommendations.We suggest improving the operability of emergency plan,establishing a management mechanism of social resources, increasing the central government's responsibility for medical assistance of major natural disasters,and expanding the scope of post-disaster medical service pack.
