汶川大地震后四川省地震局地震应急指挥技术系统升级完善介绍

摘要
四川省地震局地震应急指挥技术系统在"5.12"汶川特大地震应急救援工作中发挥了重要作用。但也暴露出不少问题:专题图件产出较慢、数据产品不能满足地震应急需求、震情和灾情信息传输速度不高等问题。针对这些问题,我们借助灾后重建项目建设,围绕"及时动态的震情、灾情信息服务"这一主线,本着"兼容、整合、集成、提高"的八字思想,对"十五"项目期间建设的地震应急指挥技术系统进行技术升级和完善。经过技术升级和完善后的新系统实现了统一信息集成、服务器虚拟化、计算流程可控、多种方式自动触发、多种数据来源的动态评估等功能,并且能够按不同服务对象将生成辅助决策文档、多种发布方式相结合的方式进行信息发布,而且提供功能全面的专题图服务。
The system software for earthquake emergency used in the Earthquake Administration of Sichuan Province had played an important role through the relief processing of the 2008 Wenchuan Earthquake. However,it still has a lot of shortcomings,such as the slow speed of producing thematic maps,datum products of unsatisfying the need of emergency and not clear information transmission. With the financial aid of a post-disaster reconstruction project carried out in Sichuan Province,the promotion and improvement to the system had been done. We focus on the main line of the timely dynamic earthquake and disaster information service and the policies of compatibility,consolidation,integration,improvement. Finally,several functions are implemented in the new system. These functions include the unified information integration,server virtualization,calculation process control,automatic trigger in many ways,dynamic evaluation based on a variety of data sources,aided decision documents generation according to different service objects,several releasing by the way of combining the release platform and comprehensive thematic map service.
