厦门市与龙海市交界处4.4级地震综述

摘要
本文详细介绍了2008年7月5日发生在厦门市和龙海市交界处的4.4级地震的一些基本情况及应急处理。这次地震导致厦门、漳州、泉州、龙岩震感明显,震后厦门市地震局迅速启动应急预案,在市委、市政府的领导下,按照应急步骤,从地震形势、开展调查、稳定民心几个方面着手,从而有效地保证了人民生命财产安全,确保了社会的安定稳定。该次应急涉及以下几个方面:快速集合,启动预案;快速定位,报告震情;组织会商,判定震情;奔赴现场,开展调查;发布信息,稳定民心。整个应急过程各个部门分工明确,体现了所制定的应急预案的科学性、实用性。最后,作者总结了在实际救援中操作性强的5点经验体会:领导重视,靠前指挥;地震信息,快准透明;密切协同,迅速定位;常抓不懈,有备无患;搞好教育,遇震不慌。这些经验对厦门市今后的地震应急有很好的指导意义。
This article particularly introduces the basic circumstance and rapid disposal of the earthquake of M4.4 occurred at the boundary of Xiamen and Longhai on July,5,2008.Under the guidance of municipal government,earthquake administration of Xiamen city rapidly started the emergency plan to effectively protect human lives and their properties,as well as made sure the stable society.The disposal involves following actions:gathered quickly to start the emergency plan;orientated rapidly to report the earthquake situation;organized the discussion to determine the epicentral location,rushed to the scene to make field investigation;and published information to maintain social stability.The clear division of labor by various departments through the entire emergency process reflects the scientific and practical character of the emergency plan.Finally,experiences in the actual rescue that have a good guidance in the future have been summarized as follows:stronger leadership;fast and transparent to communicate earthquake information;close coordination and rapid positioning;perseverance and preparation;well education to avoid social chaos caused by the earthquakes.
