汶川地震灾区应急手机疫情报告系统应用效果分析

摘要
目的了解四川汶川地震灾区18个重灾县区应用应急手机疫情报告系统进行疫情监测工作的效果和作用。方法利用国家传染病网络直报信息平台,采用时间序列比较和线性回归等分析方法,对应急手机疫情报告系统应用后的灾区机构恢复情况、传染病发病趋势比较和结果的稳定性、传染病监测暴发探测等几个方面进行评价分析。结果应急手机疫情报告系统在灾区的应用,2周内使疫情报告工作快速恢复到震前水平;2008年重灾县区实行手机疫情报告后周报告发病趋势与近3年平均水平报告发病趋势一致;报告感染性腹泻病2 287例,利用症状监测系统共报告腹泻水样便病例18 677例,症状监测数据和传染病数据存在线性相关;利用该系统报告甲肝病例20例,及时探测出甲肝暴发疫情。结论灾后迅速建立的手机疫情报告系统,在应急状态下有效替代了原有网络直报系统的作用,保障了传染病监测工作的正常开展,明显提高了疫情处理的响应效率。为应急状态下人群传染病疫情的预防和预测预警提供了技术支持。
Objective To review the function and outcome of the mobile phone-based infectious diseases reporting system applied during the emergency response to Wenchuan earthquake in 18 counties of Sichuan Province. Methods Data were collected from the national internet-based direct reporting system for infectious diseases.Time series comparison and regression approach were applied to analyze and assess the recovery of the organization,the comparison of infectious diseases trend,and the stability of results after application of the mobile phone-based infectious diseases reporting system. Results Two weeks after applying the mobile phone-based infectious diseases reporting system,the infectious diseases reporting rate in the earthquake zone reached the level of the same period in 2007.Surveillance of the weekly report on morbidity in the earthquake zone after the initiation of the mobile phone reporting system in 2008 showed the same trend as the previous three years.There were 2,287 cases of infectious diarrhea and 18,677 cases of watery stool reported by the syndrome surveillance system.There was a linear correlation between syndrome surveillance data and infectious diseases data.There were 20 cases of hepatitis A reported by the system,and the outbreaks of hepatitis A were timely detected. Conclusions It was an effective way to apply mobile phone-based infectious diseases reporting system to substitute for the internet-based reporting system under emergent circumstance.The mobile phone-based reporting system assured the consistency of the infectious disease surveillance and significantly facilitated the efficiency of the epidemic response.It provided a technical support for epidemic prevention and prediction under emergent circumstance.
