石油地震勘探项目施工过程成本管理的思考

摘要
石油地震勘探工程项目施工过程具有点多、线长、面广;分包商数量众多,类型复杂,队伍不稳定;施工过程监管难度大的特点。在项目施工过程成本管理方面存在着缺乏一套完善的责、权、利相结合的成本管理体系,项目管理人员经营观念不强,劳动组织与设备配置不合理,对工程项目"质量成本"、"安全成本"的管理和控制不合理的问题。要想降低施工过程成本,必须树立为顾客创造价值的经营理念,创品牌工程,促进成本管理上台阶;必须从组织措施上保证成本受控;必须采取经济措施控制工程成本;必须采取技术措施控制工程成本。
Operation process of oil seismic exploration project has its own features including large operating area on which there are many operation sites and operation distance is long,a large of sub-contractors who have different backgrounds which influence the stability of operation team and a great difficulty in supervising operation process.In cost management in project operation process occur some problems of the lack of a set of perfect cost management system in which duty,power and interest should be integrated,a weak management concept project managers have,improper configuration between workforce and devices and improper control over quality and safety cost of operation project.To reduce the cost of operation process,it is necessary to build up a business idea that value is created for clients and improve cost management,and to take economic and technical measures to control project cost.
