对灾难管理的认识与思考

摘要
随着科学技术进步,经济社会的发展,国际关系的复杂化,大洪水、大地震、疾病、战争、恐怖袭击等自然灾难和人为灾难,如同滔滔巨浪,蜂涌而至,对人类的生产和生活构成了严重的威胁。如何有效地进行灾难管理成为新世纪所面临的一个重大课题。
With the progress of scientific technology, the development of social economy and the complexity of international relationships, some natural and man_made disasters such as serious floods, serious earthquakes, diseases, wars and terror attacks, have constituted a serious threat for human's production and living. How to manage effectively those disasters has become an important research topic faced with in the new century.
