摘要

"5·12汶川大地震"中所造成的巨大灾害,让我们反思以往规划选址与城镇发展过程中忽视地质状况、自然环境状况和生态环境容量等问题。在灾后重建中必须以城镇的生态安全为本,审慎评价当地的自然环境条件,科学确定生态承载力;根据生态容量,调整区域产业结构、交通系统;建构合理的城镇、村庄体系,从而达到提高灾后重建效率的目标;在物质空间规划层面,应保证城镇内部的安全,提升城镇应对灾害的能力。
We should retrospect the negligence of geology, natural environment and ecological capacity in urban planning before. In the reconstruction, we must start from ecological safety, evaluate local natural conditions, decide the ecological capacity, adjust industry structure and transportation system, establish reasonable city and village system so as to realize efficient reconstruction. In physical planning, safety should be guaranteed to improve disaster prevention ability.
