试论城市的公共安全与社会的和谐发展

摘要
本文首先通过城市公共安全与社会和谐发展之间关系的探讨,阐明城市公共安全是社会和谐发展的客观要求和基本条件,之后对影响城市公共安全的因素进行了讨论,提出了发挥政府的主导作用,通过立法、体制创新和制度创新,建立完善的城市公共安全保障体系的设想。
Based on the investigation of the relationship between urban public safety and social harmonious development, it concludes that urban public safety is the basic external requirement and crucial surroundings. The factors effecting urban public safety are analyzed and an idea is presented that a complete and perfect urban public safety system can be built up by means of enhancing the dominant function of the government in legislation, system and mechanism innovation.
