自然保护地与生态保护红线的发展关系研究

摘要
当前我国处于生态文明体制改革的重要时期,出于保障国家和区域生态安全、保护重要自然生态系统的目的,相继推出了建设生态保护红线和自然保护地制度的相关政策,由于目的的一致性,两者在实际管理中应各有侧重、互为补充。通过梳理自然保护地和生态保护红线的发展过程,分析两者的内涵及组成,进而在此基础上提出了自然保护地和生态保护红线的现阶段关系和长期目标关系。
At present,China is in an important period of ecological civilization system reform. For the purpose of safeguarding national and regional ecological security and protecting important natural ecosystems,in succession,have launched relevant policies of the Ecological Conservation Red Line and the natural protected area system,due to the consistency of purpose,in practical management,both should have their own emphasis and complement each other.By summarizing the development process of the natural protected area and the Ecological Conservation Red Line,analyzes their connotation and composition,and puts forward their current relationship and long-term goal relationship.
