国资监管“放管服”改革的成效、瓶颈与走向

摘要
在深化国有企业改革的大背景下,国资监管"放管服"改革在不断向前推进,当前已呈现显著成效。然而,同时必须认识到,成效还是初步的、阶段性的,改革中还存在放权力度不够、接权执行不到位、监督监管理念和方式落后、服务薄弱、系统性不强等瓶颈,制约改革发展。本文在对部分中央企业深入实地调研的基础上,提出国资监管"放管服"改革的思考和建议,以分析发展趋势和走向。
        Under the background of deepening the reform of state-owned enterprises, Deregulation &Regulation & Service Reform of State-owned Assets Supervision and Administration has been progressing constantly, and remarkable results have been achieved. However, we must recognize that the achievements are preliminary and in stages, and that there are still bottlenecks in the reform, such as insufficient efforts to delegate power, inadequate enforcement of receive power, backward supervision and regulation concepts and methods, weak services and weak systematisms. Based on in-depth field research on some state-owned enterprises, this paper puts forward some thoughts and Suggestions, so as to analyze the development trend.
