We study the feasibility of the new SDG-target for child mortality. We find mean reversion in rates of reduction in child mortality rates. This contributes to a bias against high-mortality countries in Sub-Saharan Africa. A relative target would be more appropriate and relevant to all countries. We identify challenges that Sub-Saharan Africa faces in making further inroads.
