我国城市防灾避险绿地系统规划工作体系

摘要
在回顾相关研究的基础上,根据避难行为特征及灾后重建安置要求,提出完善的防灾避险绿地规划工作体系包括功能评估、规划编制和实施管理3大子系统,认为功能评估是规划工作的前提与基础,编制体系是规划的主体与核心,实施管理是规划得以实现的后续保证。在功能评估体系中,筛选出了6大评估因子,构建了功能评估模型;围绕场所和通道2大实体要素,给出了规划编制体系的主要内容;指出实施管理体系应包括健全法律和法规,制定规范和标准,加强政府引导及监督,开展宣传与演习。
Based on reviewing the related research,according to the behavior characteristic of disaster avoidance and the reconstruction request,the article proposes that the perfect planning work system should include the function appraisal system,the plan establishment system and the implementation management system.The function appraisal system is regarded as the premise and basis of planning work,the plan establishment system as the main body and core of planning,and the implementation management as the follow-up guarantee of realizing the plan.In the function appraisal system,the article has selected six appraisal factors and constructed the function appraisal model;regarding two essential factors of site and channel,the article puts forward the main content of the plan establishment system,and proposes the content of the implementation management system.
