城市规划“公权力”与“公信力”价值取向之辩——NGOs参与汶川抗震救灾的规划启示

研究了转型期我国城市规划"公权力"价值取向的发展困境,指出只有建立在"公权力"基础之上的"公信力"价值取向才是我国城市规划在行政领域内行使其权利和义务的根本。并以NGOs成功参与汶川抗震救灾事件为研究案例,通过对事件过程中NGOs在参与程度、信息公开、互助合作等方面所体现出的"公信力"行动准则和目标机制的实证分析,在结合相关国外成熟经验的基础上提出我国城市规划"公信力"价值取向建设的问责机制模型,包括透明度、参与、评估、投诉与回应机制四个维度,从而为实现社会经济发展转型对政府公共政策体系中的城市规划提出的新要求提供制度化保障。
This article studies the urban planning development dilemma of public power value orientation in "transformation period",and points out that only the value orientation of "accountability" based on "the public power" is fundamental to the urban planning in the administrative areas exercising its rights and obligations.With the case study of NGOs’ successful participation in Wenchuan earthquake relief,and the analysis of the operative norm and the target mechanism from many aspects such as the degree of participation,the information openness,mutual aid and cooperation of the NGOs during the whole process,combined with the accountability mechanism model of the urban planning "accountability" value orientation construction based upon relevant matured overseas experience,including four dimensions: transparency,participation,evaluation,complaints and response mechanism,institutional guarantee can be provided for the new requirements of the urban planning of the government policy system in the social economic development transformation.
