关于“山洪防治及防汛预警系统建设”的几点建议

摘要
地震灾害对山洪的形成特征产生了较大的影响,并且破坏了已有的初步监测设施。因此,利用信息技术的先进手段进行"山洪防治及防汛预警系统"的建设具有重要意义。针对四川省"5.12"地震后的相关规划、设计、建设,特别是在传感检测、通讯、计算机网络、信息系统方面存在的主要问题,从系统、关键技术和作者在该项目的多次评审中感到的主要问题,就至关重要的方面,提出了几点考虑。主要包括:防汛经验总结和模型的建立、SCA-DA系统的建立和要求、GIS平台、系统架构(包括硬件系统和软件集成开发)、高效工作流平台、局域网和通信系统等方面。并希望通过讨论,对山洪防汛预警系统的建设从概念上、系统上有一个准确清晰的认识,从而不断地减少建设中的方向性错误,保证相关工程的顺利完成。并使该系统能在防汛预警工作中发挥充分的、最好的作用。
Focused on the problems about the correlative layout,design,construction,especially sensor detection,communication,computer network and information system,after "5.12 "Earthquake in Sichuan province,with the essential aspect,some viewpoints were proposed through the system of mountain flood Prevention and preview warning,key technology and the main problems found from the projects appraisal.The viewpoints included sum-ming experience of flood prevention,constructing model,establishing SCADA System,GIS platform,system archi-tecture(hardware system and software integrated development),effective working platform,LAN,communication system.
