内陆核电水资源论证技术存在问题及对策探析

摘要
随着国家核电中长期发展规划的发布和国家能源战略的调整,我国核电发展布局逐步由沿海向内陆延伸。内陆核电水资源论证是我国核电水资源管理的重要途径之一,目前尚处于刚刚起步的阶段。在总结内陆核电水资源论证发展现状的基础上,分析了其在技术方面存在的主要问题,提出了制定内陆核电论证技术标准、强化内陆核电项目取用水合理性分析、推进内陆核电退水污染问题论证、深化内陆核电项目取水退水影响缓解及补偿研究、完善内陆核电项目水源保护等方面的建议,以供有关技术及管理部门参考。
Following the issue of the Mid-Long Term Development Plan of the State's Nuclear Power and the relevant adjustment to the state energy strategy,the layout of nuclear power development is gradually to be extended from the coastal areas to the inland.The water resources assessment for the inland nuclear power development is an important way for the water resources management on the nuclear power development in China,which is just at its initial stage at present.Based on the summarization made on the development status of the water resources assessment for the inland nuclear power development,the main problems possibly from the assessment in the technical aspect are analyzed herein,and then some suggestions for the development of the inland nuclear power are put forward,such as making the relevant technical standards for the assessment,intensifying the rationality analysis on the water intake and water use,promoting the assessment on the pollution from the return-flow,deepening the studies on the alleviation and compensation of the impacts from both the water intake and the return-flow,perfecting the water resources protection,etc.,so as to provide some relevant references for the technical and management authorities concerned.
