城市长远发展与灾后应急重建之协调——德阳市城市总体规划编制探索

摘要
德阳市是"5·12"汶川特大地震的重灾区,也是灾后恢复重建的重点地区。如何协调城市长远发展与应急重建的关系,是德阳市城市总体规划编制的核心问题。围绕这一主题,项目组设计了灾后重建与发展规划相结合、区域发展与城市发展相结合、城市总体规划与总体城市设计相结合的技术路线,在成德绵区域一体化发展、构筑市域安全发展格局、打造城市弹性发展空间、重建期建设规划等几个方面进行了有意义的探索。
Deyang City is not only the severely damaged area in Wenchuan Earthquake but also the major reconstruction area after the earthquake. The coordination between long-term development and emergency reconstruction is the core issue in the compilation of the Master Plan of Deyang City. Aimed at this issue, the planning team adopts the technical approach of integrating the emergency reconstruction with long-term development planning, urban development with regional development, and master plan of the city with overall urban design. Based on that, the team conducts meaningful explorations on the following aspects of conducting integrated development of Chendu-Deyang-Mianyang Region, building the safety pattern for the city region of Deyang, creating a space of flexible development in Deyang central city, and formulating the planning for the reconstruction period.
