从一张蓝图到一座城市的重生——玉树灾后重建规划及实施中的规划回归

摘要
经典的规划思想和方法一直强调规划的动态性、过程性、实施性和公众参与。在玉树灾后重建及实施的复杂、紧迫、艰巨、特殊的背景下,中规院深入地参与了从规划到决策、管理、实施、建造的全过程,这正是经典规划思想一次高强度、全方位、综合性的运用实践过程,这次重建规划过程,也是规划回归其传统本质的一次实践。
Classical planning theories and methods have always emphasized the dynamism, process, implementation, and public participation. As the post-disaster reconstruction of Yushu is complicated, urgent, arduous, and special, CAUPD have deeply involved in the overall process from spatial planning to decision-making, management, implementation and construction, which can be considered as a high-intensity, all-round, and comprehensive practice of classical planning theories, as well as a return of urban planning to its essence.
Classical planning theories and methods have always emphasized the dynamism, process, implementation, and public participation. As the post-disaster reconstruction of Yushu is complicated, urgent, arduous, and special, CAUPD have deeply involved in the overall process from spatial planning to decision-making, management, implementation and construction, which can be considered as a high-intensity, all-round, and comprehensive practice of classical planning theories, as well as a return of urban planning to its essence.
