水工建筑物抗震设防标准研究

摘要
结合《水工建筑物抗震设计规范》的修编,对水工建筑物的抗震设防标准基本原则、概念和指导思想进行了阐述,并对《水工建筑物抗震设计规范》修编中抗震设防标准的框架提出了建议:以有效峰值加速度作为表征地震作用强度的主要抗震设计参数,并明确其为所在地区半无限空间均质岩体在平坦自由地表的最大水平向地震动峰值加速度,不涉及具体地形地质条件;"运行基本地震"和"水库触发地震"无需列入水工建筑物抗震设防标准框架;按水工建筑物等级及所在场地基本烈度,分为一般、重要和重大三个层次确定抗震设防标准依据及其主要地震动参数的选择方法;对一般和重要水工建筑物,仍保持基本按"最大设计地震"的一级设防规定,应对重大高坝工程进行在"最大可信地震"时不发生溃决灾变的专门研究。
Related to revising of the 'Seismic Design Code of Hydraulic Structures in China',some basic principals,concepts and guiding ideas of the seismic fortification levels for hydraulic structures are described in this paper.Hereby,some suggestions of seismic fortification levels for the being revised Code are proposed.Such as:to take the effective peak acceleration as the major seismic input parameter at a flat free ground surface of infinite rock foundation without any topographic and geological considering;to exclude the 'Basic Design Earthquake'and the 'Reservoir Triggered Earthquake'from the frame of seismic fortification levels;in accordance with their importance grade and site basic intensity to divide the hydraulic structures into three seismic classes with difference basis of determining seismic fortification level and method of selecting seismic input parameters;to check the uncontrolled release of reservoir water during the 'Maximum Credible Earthquake'in addition to the 'Maximum Design Earthquake' only for the critical dams of A class.
