摘要

各种灾害对城市的影响效果被非线性扩大,城市规划应关注和重视安全防灾规划。东日本大地震的应急救援案例反映出城市安全中应急物资分配的深刻教训和成功经验,对我国各大城市在制定安全防灾规划有着十分重要的启示和借鉴作用。我国要充分重视城市安全防灾规划中的应急物资分配问题,加强城市应急物资的储备与管理,做好应急物资储备库、防灾绿地的选址和建设工作。
As the impacts of various disasters on the city are expanded nonlinearly,the urban planning should pay close attention the safety disaster-prevention planning.The emergency rescue cases in East Japan Earthquake present some profound lessons and successful experiences,which give many important inspirations and references to the Chinese cities in developingthe safety disasterprevention planning.China should attach importance to the distribution of emergency supplies in the formulation of safety disaster-preventionplanning,namely,strengthening thestorage and management of emergency supplies and doing well in the site selection and construction of emergency material reserve and disaster-prevention green space.
