摘要

日本自古以来就是地震多发国,2011年3月11日发生了自有记载以来最大的一次地震,由地震引发的核危机更是给全世界民众带来了不同程度的核恐慌。日本的防震救灾体系和应急避难所的基本体系在全世界都处于领先地位,在应急避难所的研究和设置建设方面也处于前沿地位。在"3.11"大地震中,根据媒体的报道,应急避难所发挥了重要的作用。日本在国民防震减灾教育与震后救援等许多方面的做法及经验,值得我国借鉴和学习。
Japan is a country where earthquakes have happened frequently since the ancient times.The quake that happened on March 11th of 2011 is the strongest one recorded in history,and the nuclear crisis aroused by the quake brought about nuclear panic of different degrees to the world people.This writing,from the angle of earthquake emergency shelter,first of all,discusses the system of Japanese shockproof and providing disaster-relief and the basic system of emergency shelter.Then it discusses the role played by the emergency shelters in this earthquake,based on media reports.Finally it sums up some beneficial enlightenment by studying the system of Japanese shockproof and providing disaster relief and emergency shelters: as a neighbor country,Japanese practice and experiences in shockproof and providing disaster relief are worthy to be used for reference and learned from.
