摘要

基于ARCGIS 9.2软件开发平台,以Oracle10g为数据管理平台开发的合肥市地震应急决策反应系统,能实现震后第一时间获取地震震区的灾情信息,并上传至国家和安徽省地震应急指挥中心。在基础数据库和现场信息的支持下,迅速判断地震的规模、影响范围、损失程度等情况,并提出一系列救灾方案和调度方案,减少地震发生时的混乱、人员伤亡和经济损失。
The earthquake emergency command reaction system of Hefei based on ARCGIS 9.2 software developing platform,taking Oracle10g software as data supporting platform,will acquire disaster information in earthquake region the first time,and up load to the earthquake emergency command center of China and Anhui.The system based on basic database and disaster infoma tion will judge the size,the influenced area,the extent of loss about the earthquake,provide a series of schemes about disaster re lief and dispatch rapidly,and reduce the chaos,the loss of people and property when the earthquake happen.
