应急状态医院财会管理体系设计

摘要
地震给医院带来了很多新问题,如伤员基本信息的统计、医疗费用的统计、捐款的管理以及救灾医疗信息的互通等。医院利用现有的财务系统无法解决这些问题,需要建立医院应对突发事件财务管理体系。该体系在省卫生厅"应急办"下建立"应急状态财务指导监督办公室",到在医院建立"应急状态财务统计中心"实行"虚拟收费记录",再到在"会计核算系统"中增设"应急状态费用支出"模块以及"捐赠专款收入支出"模块,完善了应急状态医院财务管理体系。
Many problems concerning hospital finance and accounting emerged after earthquake,such as the statistics of victims' general information and medical cost,money-donated handling and the communication about disaster relief information.Current conventional financial system failed to deal with these issues and thus a new financial administration organization is imperative to cope with suddenly-attacked events.This organization can be called the Financial Direction and Surveillance Office of Emergency Situation affiliated to the Emergency–meet Office of the Provincial Health Department.A hospital should have its financial statistic centre of emergency situation.Accounting system of a hospital should set up the model blocks specially responsible for expenditure at emergency conditions and income and outlay of donated money.By doing so we intend to perfect the financial administration system coping with suddenly attacked events in hospital
