地震灾区基层医疗卫生服务体系重建路径探析——以绵竹、安县、北川为例

经过灾后重建、整合、转化、提升,汶川地震灾区基层医疗卫生服务体系已经基本健全,并取得了较为明显的成效;理清地震灾区基层医疗卫生服体系重建路径,对于进一步总结地震灾区医疗卫生服务体系建设经验和提升基层医疗卫生服务质量等具有重要的现实意义。本文通过对汶川地震极重灾区的绵竹市、安县和北川县进行调查研究,梳理分析了3个县(市)基层医疗卫生服体系具体重建路径,包括采取灾区自建与中央支持、对口支援相结合,政府主导与社会参与相结合,就地恢复重建与异地新建相结合,并辅之以相应的政策制度和资金保障等保障措施。
The grassroots medical and health service system in Wenchuan earthquake stricken area has become basically sound after reconstruction, integration, transformation and ascension, and has achieved significant results. Clarifying path reconstruction of grassroots medical and health service system in the earthquake stricken areas is of great practical significance to sum up the construction experiences of medical and health service system in the earthquake stricken areas and improve the quality of basic medical and health services.Through the investigation and study in Mianzhu, Anxian, and Beichuan, the heavily earthquake stricken areas,some specific reconstruction paths are analyzed in this paper, including the following safeguard measures: self-built disaster area combined with the central support and counterpart support; government leading combined with social participation; the restoration and reconstruction on the spot combined with construction in some new spots,supplemented by the corresponding policy and funds guarantee.
