极端气象事件与城市安全设计

摘要
"工欲善其事,必先利其器",这是防灾减灾的关键。必须在城市建设中高度重视面对气象极端事件下的综合安全设计与管理。本文认为,由于巨型地震灾害频发,我们在防震减灾技术上投入精力较大,而对防御极端气象灾害有所忽视,因此,多方位强调城市安全的综合设计极为必要。
"To do a good job,one must first sharpen his tools"is the key of disaster prevention and reduction.It must pay much attention to the comprehensive safety design and management for facing the event of extreme weather in urban construction.This thesis considers that due to the frequent earthquake disaster,we pay much more attentions to the technology of earthquake prevention and disaster reduction but ignore preventing the extreme meteorological disaster.Therefore,it is significant to stress on the comprehensive design of urban safety in various aspects.
