岩溶发育地区地震应急避难场所空间布局和建设探讨——柳州市案例研究

摘要
应急避难场所是指为应对突发事件,经规划、建设的具有应急避难生活服务设施,可供居民紧急疏散、临时生活的安全场所。岩溶发育地区应急避难场所的空间布局如何规划以避让不利地质条件,在建设中如何既满足构建安全城市的要求,又能体现节约共享的理念是个重要的课题。以广西柳州市为例,提出了"在规划阶段避让不利地段,在建设阶段整合资源,在应用阶段跨界使用、维护经费平灾配置"的方法,使之做到兼顾安全和经济两大因素。
Emergency shelter can deal with emergency and provide life service facilitiesvia planning and construction. It is a safe place used for evacuating the residents and temporary living. How to plan the emergency shelter in the Karst area to avoid the adverse geological conditions,meet the requirement of construction of safety city and embody the concept of economy saving is an important issue. This paper,taking Liuzhou City,Guangxi Zhuang Autonomous Region as an example,put forwards a method which takes both safety and economy into account,so that unfavorable section of area could be avoided in the planning stage,the resources could be integrated in the construction stage,and cross-border could be used in the application stage,and maintenance funds could be allocated as usual disaster.
