摘要

针对2008年抢险救灾过程中存在的问题和不足,分析了如冷冻、地震这种大型自然灾害在应急管理上的功能需求。综合3S技术在应急管理中的重要作用及我国国情,提出了基于3S技术的自然灾害应急管理系统的初步设计方案,对减灾救灾具有一定的借鉴意义。
The paper analyzed the functional requirement in emergency management of large-scale natural di- sasters, freeze and earthquake likely, in accordance with the problem and disadvantage in disaster relief 2008. Integrated with the importance of 3S technology in emergency management and national conditions, it proposed a 3S-based frame about emergency management system of natural disasters, which can be helpful for disaster mitigation and relief.
