地下工程震害应急方案的超效率DEA评价方法

摘要
为发现和解决地下工程震害应急方案中的冗余和缺失问题,采用数据包络分析方法对地下工程震害应急方案的相对效率进行评价。建立以风险与隐患辨识排查量、装备器材保障需求量、应急救援专业队伍量、救援时间计划量等为输入指标,以方案构成要素完备性、应急方案可操作性等为输出指标的地下工程震害应急方案评估指标体系,构建地下工程震害应急方案样本相对效率的线性规划模型;应用超效率数据包络分析模型评价地下工程震害应急方案的全要素效率,确定地下工程震害应急方案的优劣次序。案例表明,超效率DEA模型利于科学、客观合理地评价地下工程震害应急方案,为改进震害应急方案和优化配置应急力量提供了模型支持。
To detect and solve the redundancy and lack in earthuake-damaged emergency plan for underground engineering,the relative efficiency was carried for such emergency plans with the method of Data Envelopment Analysis.The risk and hazard identification quantum,the equipment demand quantum,the professional emergency team quantum and the the emergency time plan quantum setting as input indicators,and the element maturity and the operability of meergency plam as the output indicators,the index system for such evaluation operations about the eartheuake-damage emergency plan is constructed,erecting the relaive efficiency linear programming model for such eartheuake-damage emergency plan sample.And,the total indicators efficiency was evaluated for the eartheuake-damage emergency plan of underground engineering with the super efficiency DEA model,which determined the advantages or disadvantages and sequences of the eartheuake-damage emergency plan for underground engineering.Case showed that the super efficiency DEA model was scientificly,objectively and reasonably conducive to evaluate the earthquake-damaged emergency plans for underground engineering,which provided the model support for improving the earthquake-damage emeregency plan and optimizing the emergency power allocation.
