摘要

以云南省昭通市应对2006年7月22日地震为例,探讨我国地方政府危机应对的问题。认为建立完善国家整体危机管理体系,必须要加强"观念创新"和"制度创新",注重信息传播的作用,并将以人为本的理念体现在危机应对的全过程,以公共管理科学化的要求去不断提高地方政府危机应对的能力。
With the development of economy in our country,sudden public crisis incidents evokes more and more attention.This paper explores the dealing of crisis by local governments by using the example of July 22nd earthquake in Zhaotong city of Yunnan province.It is advocated in this paper that concept innovation and system innovation should be strengthened to build a well-founded domestic crisis management system.The role of information transmission should be emphasized.The humanist concept should be manifested through the whole dealing process.Lastly,the local governments are required to systemize public managements to increase their crisis dealing capability.
