地震后应急避难场所的运行管理

摘要

在对2010年青海玉树7.1级地震、2012年云南彝良5.7、5.6级地震、2013年四川芦山7.0级地震和甘肃岷县漳县6.6级地震应急避难和灾民安置工作进行现场调查和访谈的基础上,从避难场所指挥管理、避难人员管理、应急物资发放、灾民临时住宿、避难场所医疗防疫、卫生和便民服务等方面进行了对比研究,总结经验教训,为未来可能发生的地震应急避难和避难场所的运行管理工作提供参考和借鉴。
Based on operation and management of evacuation site of M 7. 1 earthquake in Yushu in 2010,M 5. 7 and5. 6 earthquakes in Yiliang in 2012,M 7. 0 earthquake in Lushan in 2013 and M 6. 6 earthquake in Minxian and Zhangxian in 2013,this article compares the differences between commanding and coordination of evacuation site,management of evacuees, providing of emergency materials, temporary accommodation of evacuees, medical treatment,sanitation and convenience service for public in four cases,then summarizes several experiences and lessons,so that it can provide references on operation and management of evacuation site in earthquake emergency phase in the future.
