人为灾害:福岛核事故原因述评及反思
摘要
东日本地震及海啸引发的福岛核事故给日本及周边国家造成了难以估量的损失。东京电力公司将事故原因归结于史无前例的巨大海啸,这种说法也得到了不同方面专家的认同。但独立专家山口荣一将福岛核事故归因为东京电力公司高层管理者的技术管理失误。对于此次事故,首先应该反思的是事故背后公司社会责任的缺乏。核电运营并不能保证万无一失,而核电事故后果严重。在世界能源短缺及减排压力大背景下,更应反思的是人类社会目前选择的经济发展方式与生活方式。
