境外施工中如何加强外籍员工的HSE管理

摘要
VSP地震采集境外施工一般需要招聘部分外籍员工,由于语言上的障碍和文化环境上的差异等原因,外籍员工常常不能准确理解和贯彻HSE管理制度,致使野外施工的隐患有所增加。分析了在野外施工中聘用外籍员工后HSE管理中增加的风险,并根据多年来在缅甸山区施工中积累的实践经验,提出了一系列有效的管理措施。
The oversea construction of VSP earthquake acquisition usually needs recruiting some of foreign staffs.But because of some causes like the language obstacle and cultural gap,foreign staffs always have difficulties in understanding and implementing HSE management system accurately,and thus make the hidden danger of outside construction increase.The paper analyzes the increased risk of field construction after foreign staffs are employed.Meanwhile,a series of effective management measures are presented according to the practical experiences accumulated in the construction of Burma mountain area for many years.
