广濑弘忠的“灾害预知和灾害警报”视阈

摘要
灾害的预警能极大地减轻社会财产的损失,有时也能挽救数万人的生命,故而灾害预知和灾害预警是至关重要的。在现代日本,对于台风、暴雨、洪水、火山、地震等已经有了世界上最先进的预警系统,以及比较完善的防灾救灾体制,并且还在继续深化并完善。例如地震前已经成功警报,而且还在不断完善,这一切都与日本有关的理论家及其各方面的努力是分不开的。本文就探究了广濑弘忠教授关于"灾害预知和灾害警报"视阈:首先分析了"灾害"的界定及科学预知,然后指出了有时警报错误报实际上也没引起混乱,更重要的是强调早期预警的重要性不容置疑。
Disasters can greatly reduce the loss of property,sometimes also can save tens of thousands of lives,so disaster prediction and early warning of disasters is essential.In modern Japan,for the typhoon,rainstorm,flood,earthquake,volcano have been the warning system that is the most advanced in the world,as well as the perfect disaster prevention and relief system,and continue to be perfected.For example,the earthquake has been alert before it happened,and the system continues to be improved.All of these resulted from the efforts made by Japanese theorists.This paper was on Hirose Hiragana's perspective of "disaster prediction and disaster warning",and first analyzed the definition and scientific predict disaster,and then pointed out that sometimes the alarm error in fact did not cause confusion,more important,it was to emphasize the importance of early warning.
