企业与城市社区在国家应急管理中的地位与作用分析

摘要
在国家应急管理体系建设中,企业和城市社区是非常重要的应急执行机构.本文总结了作者在现场参与救援与震后对工业企业调查的主要结果,指出了企业和城市社区在此次救灾活动中的尚存在的一些不足.提出了在部分企业建立国家、地方、企业三重管辖与保障的应急反应体系以及必要的应急物资储备中心,在城市社区中建立应急管理机构以及建立政府、企业、社区三位一体信息发布与信息传输机制的建议并论证了其必要性,为发挥他们在应急管理中的作用给出了可行建议.
Enterprises and urban communities are the most basic emergency management agency in the national emergency management system.Based on the analysis of the data obtained by author at the disaster-occurred spot and the result of industrial enterprises in post-earthquake,this article pointed out that enterprise and urban communities did not play a good role in the disaster relief activities.Some suggestions are proposed such as the establishment of some emergency response teams which are under the jurisdiction of central government and local government and enterprise,and the establishment of some the necessary reserves of emergency supplies,and the establishment of the emergency management agency in urban community,and the establishment of some effective information exchange mechanism.
