浅谈地震灾害中政府部门的危机公关——从山西运城地震事件谈起

摘要

2010-01-24上午,山西河津市发生4.8级有感地震,运城全市普遍有强烈震感。媒体对震情进行报道的同时,也发布了山西省地震局此前两天针对民众的地震传言进行辟谣的新闻。这两条新闻的同时出现将相关的地震部门置于被动地位。此后,新闻媒体又报道了山西省地震局对辟谣事件的解释,再一次将政府部门推进公众的信任危机之中。整个事件的发生发展过程,都体现了我国部分政府部门危机公关意识薄弱,缺乏与媒体和公众进行良性互动的经验,因此,政府部门亟待加强新闻素养和危机公关意识。
On January 24,2010 morning,an M 4.8 earthquake occurred in Hejin City,Shanxi and all the residents in the Yuncheng felt it.Chinese media reported this news and another message was disclosed that the Earthquake Administration of Shanxi Province-two days ago-had refuted rumors that there would be an earthquake.This two news appeared at the same time,leaving the Earthquake Administration of Shanxi was very passive.Thereafter,the news media also reported the interpretation of refuting the rumors by the administration.It pushed the earthquake administrations in the crisis of audience confidence.Through this incident,we could see that part of earthquake administrations have weak PR awareness and lack of experience that deals with the news media and audience.Earthquake administrations need to upgrade their information literacy and awareness of crisis public relations.
