基于GIS的城区危险品运输可视化管控系统研究

摘要
通过对城区危险品运输管理现状的分析,针对城区危险品道路运输监管过程中存在的沟通信息不畅、权责不明等实际情况,融合城区公共安全联动机制的系统设计理念,基于GIS技术开发了由路径分析选择、应急救援管理、危险货物管理、危险源管理、车辆管理、信息显示及查询、地理信息和系统总控等模块构成的城区道路危险品运输可视化管控系统。首先,基于需求分析及开发目的,给出了系统总体结构框架,阐述了各模块的实施过程及效果;然后,建立了由空间数据与属性数据构成的GIS数据库,并将运输风险最小、费用最低作为路径优化的选线标准;最后,基于角改进的Dijsktra算法,实现系统路径的分析与选择。
The present paper attempts to study and solve the problems of information gaps and the liabilities in processing the urban hazardous material transportation supervision based on the analysis of the urban hazardous material transportation management and control situation and the urban public security interactive communication system design.For this purpose,we have developed a GIS-based visual management and control system consisting of eight parts,that is,the route analysis and choice,the emergency rescue management,the hazardous material management,the major hazard installations,the vehicle management,the information enquiry and delivery,the geographical information management,and the control module of the information control system.According to our system,while in operation,the general information control system,first of all,turns on and enacts all the implementation procedures,bringing all the modules into operation.Secondly,we have established a database of GIS,which includes the space data and the attributive data choice device so as to take measures to minimize the transportation risk and reduce transportation cost to the least,in so doing to display the integrated ability of GIS.And,finally,we have brought the system path analysis and selection into full play by means of our angle-modified Dijsktra arithmetic system.In addition,we have also built up a visual management and control system to assist urban hazardous materials supervision authorities to make effective decisions in accordance with the actual conditions.Thus,it can be seen that the visual management and control system can be used to provide technological guidance for actual accident rescue.
