摘要

确保安全是规划建设避难疏散场所最重要的基本原则。探讨了城市地震避难道路的安全要求、安全措施和安全管理。城市的规划、建设、公安、消防、交通、环保、灾害等管理部门必须采取有效措施为地震避难道路提供安全保障。避难人员应当听从劝告和引导。遵守避难的相关规定,确保安全避难。
Insuring safety is the most important and basic principle in planning and construction urban shelter for evacuation.This paper probes into the safe requests,safe measures and safe management of urban seismic road for e- vacuation.The sections of a city as planning,construction,public security,fire fight,transportation,environmental protection,emergency management,etc.must adopt valid measures to provide the safe guarantee for urban seismic road for evacuation.Refugees should listen to the advice and leading,obeying the related provision of the refuge,in- suring safety.
