玉树地震灾后重建的人居环境思考

摘要
地震破坏了灾区的资源环境、地质构造,对区域人居环境产生了一定的影响.从改善和创造适宜人类居住的环境这一整体宏观战略出发,将玉树灾后重建规划与人居环境建设有机联系起来,从人居环境建设的自然、人类、社会、居住和支撑等系统角度探讨玉树重建思路.玉树灾后重建,必须尊重灾区自然地理条件、地质条件、生态环境保护、现有人口经济发展状况、社会文化环境等,充分考虑区域资源环境承载能力,借鉴国内外灾后重建经验,科学规划、合理布局.重建中强调人与自然、文化的和谐统一,重建一个更加安全、和谐、有特色的新玉树.
The Yushu Earthquake distroyed resources,the environment,and geological structures,with some impact on the living environment.Yushu reconstruction planning after disaster should macro-strategically be linked to living environment,with improved and better living environment to be the aim.Yushu reconstruction is explored from the viewpoint of systems such as natural,human,social,housing and support.Physiographical and geological conditions,environmental protection,economic development of the existing population and socio-cultural environment in the disaser areas must be considered during reconstruction.It should be considered fully the carrying capacity of regional environment,foreign experience in post-disaster reconstruction could be consulted to carry out scientific planning and rational distribution.It emphasizes harmony and unity of man,nature and culture in reconstruction.It is expected that a safer,more harmonious and distinctive new Yushu is to be rebuilt.
