摘要
本文以黑龙江省伊春国有林区作为经验表述案例,重点分析其管理体制的变迁过程,分析发现伊春国有林区管理体制只能进行有限的边际改革,无法实现全面重构。通过微观反观宏观结果表明,在我国国有林区现行体制场域下,非绩优的路径依赖在体制锁定、回报递增、根本不确定性和沉淀成本的共同作用下,对国有林区管理体制变迁过程起到了桎梏作用。因此,我国国有林区要走出路径依赖的羁绊,需要顶层破局设计,打破现有体制,实现范式彻底转换,结合自身演进的内生性因素,面向市场进行改革,构建混合所有制体系,真正实现我国国有林区的再造与重生。
Taking the state-owned forest areas in Yichun as an example, this paper focuses on the analysis of the change process of its management system, and finds that the management system of stateowned forest areasin Yichun can only carry out limited marginal reform, and cannot achieve comprehensive reconstruction. The examination of the macro results through micro perspectiveshows that, under the current system of state-owned forest areas in China, because of the joint effect of system locking, increasing returns, fundamental uncertainty and sunk costs, the pathdependence of non-performance shackles the change process of the management system of state-owned forest areas. Therefore, in order to make the state-owned forest areas in China get rid of the obstacle of path dependence, groundbreakingtop-level design, the break of existing system, complete transformation of paradigm, market-oriented reform combining with the inherent factors of evolution, the mixed ownership system, are needed. Only in this way, the reestablishment and rebirth of state-owned forest areas in China can be truly realized.
