论碳排放权交易市场失灵的国家干预机制

摘要
中国碳排放权交易市场的建设经历了一个从单向参与国际碳市场到国内自愿减排交易,再到总量控制型交易与自愿减排交易相结合的过程。碳排放配额价格异常波动和碳泄漏是碳排放权交易市场失灵的主要表现。中国碳排放配额的价格干预机制存在手段单一、操作性不强等问题,应当建立配额存储与借贷机制、价格上下限机制以及配额的回购、投放机制。中国碳泄漏的法律应对首选以市场为基础的安全阀机制和早期减排信用机制;在安全阀机制和早期减排信用机制不能有效减少碳泄漏时再适时启用碳关税、增值税减免和碳泄漏补偿机制,并且优先适用碳泄漏补偿机制。
The construction of China's carbon trading market has experienced a process from one way participation in the international carbon market to the domestic voluntary emission reduction trade, then the cap-and-trade combining the voluntary carbon trading as supplement. Abnormal fluctuation of carbon emission allowances price and carbon leakage are the main manifestations of the failure of carbon trading market. The measures of governmental intervention on allowances price have some problems, such as single means and weak operability. We should establish an allowances storage and lending mechanism, upper and lower price limit mechanism and allowances repurchase and delivery mechanism. Safety valve mechanism and early emission reduction credit mechanism are preferred to deal with carbon leakage in China. Carbon tariff, VAT reduction and carbon leakage compensation mechanism can be used as alternatives, which can be used in time when the safety valve mechanism and the early emission reduction credit mechanism can't effectively reduce the carbon leakage.
