摘要
针对目前超标准降雨引起的抽水蓄能电站局部区域的专项水淹突发事件应急预案较少,且水淹事件一旦发生影响巨大等问题,以系统理论为基础,对应急预案体系内的各个要素的内涵进行分析,梳理出水淹突发事件应急预案的编制要点,从预案的分类分级、响应指挥、联动组织和保障措施等方面对应急预案体系进行了分析研究。研究结果对抽水蓄能电站水淹突发事件应急预案的编制及应急事件的处理具有一定的参考价值。
In view of the fact that there are few emergency plans for special flooding emergencies in the local area of pumped storage power stations caused by super-standard rainfall and the impact of flooding events is huge, based on system theory, the connotation of each element in within the emergency plan system is analyzed, and the main points of the emergency plan for flooding emergencies are sorted out.The contingency plan system is analyzed and researched from the classification and grading of the plan, response command, linkage organization and safeguard measures. The research results have certain reference value for the preparation of emergency plan for flooding emergency of pumped storage power station and the handling of emergency events.
