政府环境管理体制下区域生态效益补偿机制研究

摘要
随着经济的发展,政府和民间逐渐开始重视生态环境保护,国家出台《环境保护法》等法规加大生态环境保护力度,生态环境治理取得了一定成效。但在加大治理的同时,生态环境破坏行为依然没有得到有效遏制。为此,有学者建议用经济手段和机制进行生态环境保护,提出了生态效益的概念。建立生态效益补偿机制可以进行具体地生态环境保护效果的评价,并采取对应的措施实现生态环境的平衡。在政府环境管理体制下构建区域生态效益补偿机制,可以促进生态环境改善,提高生态环境保护效果。
With the development of economy, the government and the people begin to attach importance to the protection of the ecological environment. The state has promulgated the Environmental Protection Law and other laws and regulations to strengthen the protection of the ecological environment, effectively protecting the environment. But at the same time, the destruction of the ecological environment has not been effectively curbed. For this reason, some scholars have suggested using economic means and mechanisms to protect the ecological environment, and put forward the concept of ecological benefits. We can establish the compensation mechanism of ecological benefits, evaluate the effect of ecological environment protection and take measures to achieve the balance of ecological environment. The compensation mechanism for regional ecological benefit under the government environmental management system can improve the effect of ecological environment protection.
