山区农民土地转出意愿及影响因素分析——基于湖北省巴东县的调查研究

摘要
选择湖北省巴东县为调查样本区域,通过多元线性回归方法对巴东县山区农村土地转出意愿的影响因素进行分析。研究表明:户主年龄、交通状况、土地交易价格、劳动力、土地经营成本、耕种收益等因素对山区农民土地转出意愿产生显著的影响。其中,土地交易价格、土地经营成本与山区农户土地转出意愿呈正相关关系;户主年龄、交通状况、劳动力、耕种收益与土地转出意愿呈负相关关系。政策建议:(1)加大交通建设投入,改善交通条件;(2)建立农村土地流转后续保障体系;(3)加快农村基础设施建设,提高土地转出价格;(4)加强宣传教育,提高村民了解度;(5)规范土地出让金收支监管,促进合理使用。
The sample area is selected from Badong County of Hubei Province, the influencing factors of the intention of transferring out agricultural land in mountainous areas of Badong County are analyzed through multiple linear regression method. The research shows that the factors such as the age of the household head, traffic conditions, land transaction price, labor force, land management cost, farming income and other factors have a significant impact on the willingness of farmers in mountains areas for transferring out their land. Among them, the land transaction price and land management cost are positively correlated with the willingness of transferring out land for famers; however, the age of the household head, traffic status, labor force, and farming income are negatively correlated with the willingness of transferring out land. In the end, this paper proposes policy recommendations:(1) increase investments in traffic construction and improve traffic conditions;(2) establish a follow-up guarantee system for agricultural land transfer;(3) accelerate rural infrastructure construction and increase the land transfer price;(4) strengthen publicity and education, raise the awareness of famers;(5) regulate the regulation of land transfer payments and promote rational use.
