摘要

从精准扶贫的基本概念入手,梳理了我国在历史扶贫工作中的扶贫资金总量上升和使用效率不高的现状;从精准扶贫有利于寻找新经济增长点以及财政资金是精准扶贫资金的有力保障两个方面,阐述了财政支持精准扶贫的必要性。分析了目前财政支持精准扶贫过程中存在的主要问题,如政策陈旧、资金使用效率低下、融资渠道不通畅等,提出完善相关财政制度、调整贫困认定及脱贫标准、构建政府和社会资本合作的财政投融资渠道以及搭建财政支持精准扶贫的监管体系等,来确保财政扶贫资金的科学使用,通过提高财政扶贫资金使用效率,最终实现精准扶贫。
        Based on the concept of targeted poverty alleviation, the current situation of poverty alleviation funds is first reviewed in this paper, i.e. an increase of total funds and a low efficiency of its use. Then the necessity of fiscal support for targeted poverty alleviation is emphasized from two aspects, that is, seeking new economic growth points according to the characteristics of developing regions, as well as ensuring fiscal funds to be a powerful guarantee for targeted poverty alleviation. In the process of targeted poverty alleviation, there are major problems of fiscal support, such as outdated policies, inefficient use of funds, and lack of financing channels. Therefore, several suggestions are proposed, including improving local fiscal policies, adjusting the standards of poverty line, building investment and financing channels for public-private partnerships, and establishing the regulatory system of fiscal support for targeted poverty alleviation, so as to ensure the scientific use of poverty alleviation funds, improve the efficiency of the funds, and ultimately achieve targeted poverty alleviation.
