财政分权、人力资本与高质量增长

摘要
人力资本是高质量增长的关键要素。文章建立人力资本积累函数,探讨财政分权、人力资本积累、增长质量提升的微观机制,使用2003-2016年272个城市样本进行实证研究:固定效应模型表明财政分权的配置机制对经济增长的积极影响超过竞争机制的负面影响,人力资本的增长贡献表明财政分权有利于高质量增长;内生性和稳健性检验均支持这一结论;中介效应检验表明配置机制对人力资本的正向影响超过竞争机制的负面影响,财政分权程度越高,越有利于人力资本积累,增长质量也更高。结论表明财政分权提高了增长质量,但更有利于人力资本高回报地区的高质量增长。
        Human capital is the key factor of high quality growth. This paper establishes the accumulation function of human capital, and explores the micro-mechanism of fiscal decentralization, human capital accumulation and the improvement of growth quality, taking 272 cities from 2003 to 2016 as the sample. Fixed-effect model shows that the positive impact of fiscal decentralization on economic growth exceeds the negative impact of competition mechanism. The contribution of human capital growth shows that fiscal decentralization is conducive to improving the quality of growth; both endogenous and robust tests support this conclusion; the intermediary effect test shows that the positive impact of human capital allocation mechanism exceeds the negative impact of competition mechanism, indicating that the higher the degree of fiscal decentralization is, the more conducive to the accumulation of human capital, and then to the improvement of growth quality. The conclusion shows that fiscal decentralization improves the growth quality, but is more conducive to the high-quality growth of regions with high returns on human capital.
