摘要
矿产资源综合利用效益是在开发利用矿产资源的过程中,最大限度地提高矿产资源利用效率和效益。减少资源消耗,降低废弃物排放对环境的污染,在提高矿山企业效益的同时,统筹实现资源环境效益和社会效益。本文分析了磷矿资源现状,基于层次分析法建立了磷矿资源综合利用效益测度指标体系,从资源效益、经济效益、环境效益和社会效益四个方面更加直观地评价不同磷矿的资源综合利用情况,并从加大共伴生资源和固体废弃物利用、加大采选工艺技术研发力度和完善税费优惠政策等方面提出提高磷矿资源综合利用效益的建议。
        The comprehensive utilization efficiency of mineral resources is to maximize the utilization efficiency and benefit of mineral resources in the process of exploiting and utilizing mineral resources.The resource consumption and environmental pollution caused by waste discharges can be reduced.When the benefit of mining enterprises is improved,the benefit of resources,environment and society can also be improved.In this paper,the present situation of phosphate mineral resources is analyzed.Based on the analytic hierarchy process,the index system for evaluating the comprehensive utilization of phosphate resources is set up.We can intuitively evaluate the comprehensive utilization of different phosphate rock resources from four aspects of resource efficiency,economic efficiency,environmental efficiency and social efficiency by the index system.The paper puts forward suggestions for improving the comprehensive utilization efficiency of phosphate resources,including increasing utilization of the coexisting and associated mineral and solid waste,increasing research and development investment of mining technology and improving the preferential tax policy.
