摘要

环境保护的实施除了需要提高全社会的环保意识,更重要的是需要有严格的法律作为依据,既对执法部门起到支撑的作用,又可以为全社会树立环保的标杆,同时对破坏环境的行为能够进行依法惩处。环境保护作为一项巨大的系统工程,实施难度可想而知,环保法作为支撑环境保护的法律体系,在施行过程中必然存在与现实不相适应的地方。通过改进环保法执法理念、建立优化高效的执法体系、应用先进科技手段,构建完善的环境保护体系,对于保护自然环境,促进人与自然的和谐共存大有裨益。
        In addition to raising the awareness of environmental protection in the whole society, the implementation of environmental protection needs to be based on strict laws, which not only plays a supporting role for law enforcement departments, but also set a benchmark for the whole society to protect the environment. At the same time, damage to the environment can be punished according to law. As a huge system engineering, it is difficult to implement the environmental protection law. As a legal system supporting the environmental protection, there must be factors that are not suitable to the reality in the process of implementation. It is of great benefit to protect the natural environment and promote the harmonious coexistence of man and nature by improving the concept of environmental law enforcement, establishing an optimized and efficient law enforcement system, applying advanced scientific and technological means, and constructing a perfect environmental protection system.
