摘要

排污许可制改革对排污许可证的管理提出了更加细致的要求,并明确了企业环境保护的主体责任,对企业的全方位管理要求将通过排污许可落实。在基于排污许可证核发和监管工作实践中的困难和问题,探索排污许可制度实施的精细化管理思路,为推进国家排污许可制度实施,对完善当前排污许可证管理,落实企业环境保护主体责任提出相应的对策建议。
        The reform of pollutant discharge permit system puts forward more detailed requirements for the management of pollutant discharge permit, and the main responsibility of environmental protection is clarified for enterprises. The comprehensive management requirements for enterprises will be implemented through the pollution discharge permit. Based on the difficulties and problems in the practice of issuing and supervising the permit, this paper explored the refined management idea of the implementation of the pollution discharge permit system, and put forward corresponding countermeasures and suggestions, in order to promote the implementation of the national pollution discharge permit system, improve the current management of pollution discharge permit system and implement the main responsibility of enterprises' environmental protection.
