摘要

财政部、住建部、水利部于2015年通过组织竞争性评审选拔了16个城市成为第一批国家海绵城市建设试点,以期通过试点的探索和建设,为全面推进海绵城市提供可复制、推广的经验和模式。鹤壁市是中原地区唯一一个国家级试点。3年多以来,坚持问题导向,通过实施源头减排—过程控制—系统治理的项目,统筹解决城市涉水问题,取得了良好的成效。本文通过对试点区内2015年以来的水文、水环境数据进行分析、研究,实现了定量化判定海绵城市试点建设成效,以期为其他同类城市提供参考和借鉴。
        In 2015, the Ministry of Finance, the Ministry of Housing and Urban-rural Development, and the Ministry of Water Resources selected 16 cities to be the first national pilot projects of Sponge City through organizing competitive evaluation, with a view to providing replicable and popularizable experience and models for promoting Sponge City in an all-round way through the exploration and construction of the pilot projects. Hebi City is the only national pilot in the Central Plains region. Over the past three years, it has persisted in problem orientation and achieved good results by implementing the project of source emission reduction-process controlsystem governance to solve urban water-related problems as a whole. Through the analysis and research of the hydrological and water environment data in the pilot area since 2015, this paper realizes the quantitative judgment of the pilot construction effect of Sponge City, in order to provide reference for other similar cities.
