摘要

近年来,中国非常规天然气勘探开发实现了较快发展,特别是页岩气相继获得重要突破,储产量明显提高,日益成为中国天然气增储上产的重要来源,但依然面临政策和技术层面的困境和挑战,增储上产乏力。总体上,中国煤层气页岩气等非常规天然气勘探开发尚处于初期阶段,具有持续快速发展、实现大幅增储上产的资源基础和潜力。加快非常规资源开发的挑战与机遇并存。基于技术和政策两个层面的情景分析结果表明,未来中国非常规天然气开发前景充满不确定性。为加强非常规资源开发和推进油气增储上产,在不断强化关键技术和工程装备的攻关同时,更需要坚定不移推进油气体制改革,不断完善有关政策,打造确实能促使油气增储上产的体制和政策快车道。
        In recent years, China's unconventional natural gas E&D has achieved rapid development, especially shale gas has made important breakthroughs one after another, and the reserve & production has significantly increased.However, China still faces difficulties and challenges in terms of policies and technologies, and the weak increase in storage and production. In general, China's unconventional natural gas E&D, such as coalbed methane and shale gas, is still in its early stage and has the resource base and potential for rapid development and substantial increase in reserves and production while coexistent challenges and opportunities of E&D. The result of scenario analysis based on technology and policy shows that the prospect of unconventional gas development in China is full of uncertainty. In order to strengthen the development of unconventional resources and promote the increase of oil and gas storage and production, we need to continue strengthening the key technology and engineering equipment, unswervingly promote the reform of oil and gas system, keep improving the relevant policies, and create a fast approach to facilitate the increase of oil & gas reserve and production system and policy.
