精准互嵌型政企扶贫合作模式之构建

摘要

在精准脱贫中,政府与企业的有效扶贫合作十分重要。政府与企业在合作促进精准脱贫的过程中,因受到多重因素的影响和制约,当前的政企扶贫合作模式存在表层化及目标与行动的偏离性问题,亟须加以矫正和转变,探索和实践精准互嵌型的政企合作新模式十分必要。精准互嵌型政企合作新模式的特质在于,以贫困农民脱贫需求为中心,以贫困农民实质参与为要件,实现政府与企业实质性、精准性的互动联结,进而走向目标精准、策略共决、利益共享及资源充分整合的深度合作状态。然而,精准互嵌型政企扶贫合作模式的发展在实践中受到利益诉求、政策制度、合作程序及合作环境等多种因素的制约。为此,应通过利益目标调适、制度完善、程序优化及环境系统建设等措施应对现实困境,以实现这一新型扶贫合作模式的构建。
        In the process of targeted poverty reduction in China, the cooperation between government and enterprises is extremely important. In the process of cooperation between government and enterprises to promote precise poverty alleviation, due to the influence and constraints of multiple factors, the current cooperation model has the problems of superficiality and deviation of goals and actions. It is urgent to rectify and change it. It is necessary to explore and practice a new model of precise inter-embedded government-enterprise cooperation. The characteristics of the new cooperation model lie in that it centers on the needs of poor peasants to get rid of poverty and takes the substantive participation of poor peasants as the essential element to realize the interaction between the government and enterprises in a substantive and precise way, thus moving towards a state of deep cooperation with precise objectives, strategic decisions, benefit sharing and full integration of resources. However, in practice, the development of the precise inter-embedded model of poverty alleviation cooperation between government and enterprises is restricted by many factors, such as interest demands, policies and systems, cooperation procedures and cooperation environment. Therefore, we should cope with the realistic dilemma by adjusting the interest target, perfecting the system, optimizing the procedure and building the environment system, so as to realize the construction of this new type of poverty alleviation cooperation mode.
